Paul C. Balsamo, CPA is a shareholder and president of Balsamo, Stewart, Lutters & Ruth, P.A. Paul graduated from Loyola University Maryland with a B.A. degree in Accounting. He has over forty years accounting and tax experience, primarily in public accounting, but also including a position as a Controller for a large publicly-held company.
Paul specializes in tax planning and compliance for a wide variety of businesses and individuals, including real estate developers, construction contractors and home builders, farmers, professional service companies and many other industries. Paul has extensive experience in assessing proposed transactions and developing tax planning alternatives that will be most advantageous to the client. He has also been greatly involved in the preparation of compiled and reviewed financial statements.
Paul served as the treasurer for Harford Habitat for Humanity, Inc. for six years and on the finance committee of that organization. Paul has served as the chairman of the board of the Harford County Chamber of Commerce in addition to other executive positions with the organization. Paul is currently the treasurer and board member for Center for the Arts. He has served on the board of directors of Greater Excellence in Education Foundation and has also been very active on the Bel Air Independence Day Committee since 1988. He is a member of the Maryland Association of Certified Public Accountants and the American Institute of Certified Public Accountants.

Donald Stewart is currently a principal with BSLR. He graduated Summa Cum Laude from the University of Baltimore with a B.S. degree in Accounting in 1976. He has worked continuously in public accounting since 1974 and began working in Bel Air in 1978.
Specializing in consulting, accounting, financial reporting, tax planning and compliance for a wide variety of businesses and individuals, Don has guided people through all of the business cycles experienced over the years. He has helped many of them to grow to be very successful enterprises.
Don has served the community in numerous ways over the years. He has been a member of the Bel Air Lions Club since 1986 and has served as its Treasurer and President and has chaired the Youth Activities Committee for many years. He also has served on the Bel Air Independence Day Committee since 1986 and has been its President for many years. He also founded Harford United Charities with Roni Chenowith. HUC holds an annual fundraiser and donates the net proceeds to nonprofit entities that serve the people of Harford County. They have donated hundreds of thousands of dollars over the years. He is also active in St. Margaret’s RCIA program, which helps people in their conversion to Catholicism.
Don’s hobbies include photography and golf. Don has resided in Bel Air with his wife Debby since 1986. She works at Johns Hopkins Hospital helping patients who are newly diagnosed with breast cancer. Use our online contact form to contact Don Stewart.
Brian Lutters graduated Summa Cum Laude from Loyola University in Maryland with a B.A. degree, double major in Accounting and Economics, in 1983. He passed the CPA exam in 1983, earning the Elijah Watts Sells Award With High Distinction on that exam. He has worked continuously in public accounting since, and began working in Bel Air in 1985.
Brian specializes in estate and trust planning and compliance, probate accounting, gift tax planning and compliance, tax planning and compliance for individual taxpayers, and in particular in planning for the bargain sale of agricultural preservation easements. Brian also administers a number of trusts, and has on occasion served as personal representative of client estates.
Brian is the past chair of the State Tax Committee of the Maryland Association of Certified Public Accountants, and has testified extensively before committees of the Maryland General Assembly concerning proposed tax legislation. He previously served as treasurer of the Community Outreach Center, Inc., a faith-based nonprofit aimed at bringing welfare recipients into the workforce.

Margaret A. Ruth, CPA is a shareholder and treasurer of Balsamo, Stewart, Lutters & Ruth, P.A. She is a graduate of the University of Baltimore School of Business. Margaret has over twenty-five years accounting and tax experience, primarily in public accounting but also in nonprofit organizations. She is a QuickBooks® Certified Professional Advisor and has been assisting clients with the implementation, training and operation of QuickBooks® accounting software for sixteen years.
Margaret specializes in accounting and tax compliance for contractors, developers, real estate professionals, farmers, professional service companies and many other industries. Margaret has extensive experience in working with start- up companies.
Margaret has served as the treasurer for the Northeastern Maryland Technology Council (NMTC) for eight years. She is a member of the Maryland Association of Certified Public Accountants and the American Institute of Certified Public Accountants. Margaret has written and taught three QuickBooks seminars for Maryland Association of Nonprofit Organizations. She recently volunteered her time to apply for and obtain charitable status for Chesapeake Support Our Heroes and she is active in many fundraising activities for other charitable causes.
